Description

Allow the ability to disable the user URL field when adding a comment. This is in the URL box itself not in the comment box. It causes http://null link when users don't know what they are doing and then forces admin to have to clean up each one individually.

I think this is a duplicate--it's not a problem with the URL field, it's a problem with IE and our cookies. I'm having a hard time finding the original ticket, though.
